The Commission on Elections (COMELEC) has issued official guidelines on the clustering of established precincts in preparation for the November 2, 2026 Barangay and Sangguniang Kabataan Elections (BSKE).

𝗪𝗛𝗔𝗧 𝗜𝗦 𝗧𝗛𝗜𝗦 𝗔𝗕𝗢𝗨𝗧

This resolution provides the rules for how voting precincts are grouped (clustered) to ensure:

✅ 𝗢𝗿𝗱𝗲𝗿𝗹𝘆 𝗮𝗻𝗱 𝗳𝗮𝘀𝘁 𝘃𝗼𝘁𝗶𝗻𝗴
✅ 𝗔𝗰𝗰𝘂𝗿𝗮𝘁𝗲 𝘃𝗼𝘁𝗲𝗿 𝗱𝗮𝘁𝗮
✅ 𝗘𝗳𝗳𝗶𝗰𝗶𝗲𝗻𝘁 𝘂𝘀𝗲 𝗼𝗳 𝗲𝗹𝗲𝗰𝘁𝗶𝗼𝗻 𝗿𝗲𝘀𝗼𝘂𝗿𝗰𝗲𝘀
✅ 𝗦𝗮𝗳𝗲 𝗮𝗻𝗱 𝗽𝗲𝗮𝗰𝗲𝗳𝘂𝗹 𝗲𝗹𝗲𝗰𝘁𝗶𝗼𝗻𝘀

𝗞𝗘𝗬 𝗗𝗘𝗙𝗜𝗡𝗜𝗧𝗜𝗢𝗡𝗦

📌 Established Precinct – Basic voting unit assigned by COMELEC
📌 Mother Precinct – Original precinct
📌 Daughter Precinct – Created when voters exceed limits
📌 Clustered Precinct – Group of precincts combined for voting

𝗞𝗘𝗬 𝗖𝗟𝗨𝗦𝗧𝗘𝗥𝗜𝗡𝗚 𝗥𝗨𝗟𝗘𝗦

✅ Only precincts within the same barangay and voting center can be clustered
✅ Mother and daughter precincts should be clustered together
✅ Precincts must be contiguous and compact
✅ Maximum voters per cluster:

𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗣𝗢𝗣: up to 400 voters
𝗠𝗲𝗿𝗴𝗲𝗱 𝗣𝗢𝗣 (Barangay + SK): up to 800 voters
𝗣𝗥𝗘𝗖𝗜𝗡𝗖𝗧 𝗥𝗨𝗟𝗘𝗦

📌 Each precinct must:

Have no more than 200 voters
Maintain its own:
Precinct number
Voter list (EDCVL / PCVL)
Book of Voters

📌 Special case:

Small islands may have less than 200 voters per precinct
𝗦𝗞 𝗣𝗥𝗘𝗖𝗜𝗡𝗖𝗧 𝗚𝗨𝗜𝗗𝗘𝗟𝗜𝗡𝗘𝗦

✅ SK voters (ages 18–30) are extracted from barangay voters
✅ They are grouped into counterpart SK precincts
✅ This ensures voters can vote for both elections in one location only

📌 New SK voters (ages 15–17) may also be included within limits
